I have heard arguements that the laws are useful in areas where the homeless have sufficient support systems in place, so that they actually get in touch with people who can help them avoid drugs and get mental help. However, to completely negate that statement, almost nowhere has the proper facilities and staff to deal with their homeless problems and these laws just backfire completely.
Edit: I didn't even mention the fact that a lot of homeless just want to avoid having to go to churches or other organizations that want to cram shit down their throats just for some food, so theres also that.
